𝐻𝑖𝐹𝑖𝑙𝑒𝑠 has obtained preliminary intelligence indicating that senior Al-Shabaab leaders reportedly conducted a series of high-level consultations between 18 and 28 June 2026 in rural areas surrounding the districts of Saakow, and Jilib in the Middle Jubba Region.

Available reporting indicates that the consultations were convened to address internal leadership disagreements and strategic differences concerning the group's future direction, including its relationship with Al-Qaeda. Intelligence suggests that a number of senior leaders remain opposed to any proposal to sever ties with Al-Qaeda, reportedly assessing that such a move would weaken Al-Shabaab's long-standing ideological legitimacy and its position within the broader global jihadist movement.

𝐻𝑖𝐹𝑖𝑙𝑒𝑠 reporting further indicates that the consultations involved members of the organization's senior leadership echelon. At the time of reporting, no final decisions had reportedly been reached.

The reported agenda also included discussions on organizational restructuring, including proposals to rebrand the group under a new name and establish a revised regional governance framework. Multiple governance models and alternative organizational names were reportedly presented for consideration. However, there is currently no corroborated reporting indicating that consensus has been reached on any proposed restructuring or rebranding initiative.

𝐀𝐬𝐬𝐞𝐬𝐬𝐦𝐞𝐧𝐭

The intelligence remains preliminary and is currently undergoing further evaluation and source validation.

If corroborated, the reported consultations would likely reflect a strategic review by Al-Shabaab's senior leadership regarding the organization's future identity, governance architecture, external affiliations, and long-term strategic orientation. The reported discussions may also indicate ongoing efforts to preserve organizational cohesion while adapting to evolving internal and external pressures.

At present, 𝐻𝑖𝐹𝑖𝑙𝑒𝑠 has no independent confirmation that any formal decisions have been adopted concerning organizational restructuring, rebranding, or changes to the group's relationship with Al-Qaeda.

𝐻𝑖𝐹𝑖𝑙𝑒𝑠 will continue to monitor developments and pursue additional reporting to verify the reported consultations and assess any resulting changes in Al-Shabaab's leadership dynamics, organizational structure, or strategic posture.
